RosCar Sutomore operates as a car rental aggregator platform that connects customers with international and local car rental companies operating in Montenegro. We do not own or operate rental vehicles ourselves. Instead, we facilitate bookings between you and our partner rental companies.
1.1 Service Features
Our platform offers the following key advantages:
- No deposit car rental: Select vehicles available without deposit requirements
- No credit card needed: Book cars without mandatory credit card presentation
- Unlimited mileage: Drive without kilometer restrictions on most vehicles
- Free cancellation: Cancel your booking without penalties under specified conditions

- Podgorica Airport (TGD)
- Tivat Airport (TIV)
- City delivery in Sutomore and surrounding areas
- Hotel delivery across Montenegro
2. Booking Process
2.1 How to Book
To rent a car through our platform, follow these steps:
- Specify your desired pick-up and drop-off locations
- Select your rental dates and times
- Choose your preferred car type from available options
- Select additional options:
- No deposit option
- No credit card requirement
- Additional insurance coverage
- Child car seat (if needed)
- GPS navigation system
- Additional driver
- Fill in driver contact details and personal information
- Review your booking summary and total cost
- Complete the booking by paying a prepayment of 15% to 20% of the total rental cost
2.2 Booking Confirmation
After completing your booking and payment, you will receive:
- Booking confirmation email to the address you provided
- Rental voucher with complete reservation details
- Instructions for vehicle pick-up
- Contact information of the rental company providing your vehicle
- Emergency contact numbers
2.3 Prepayment
A prepayment of 15% to 20% of the total rental cost is required to confirm your booking. The remaining balance is typically paid directly to the rental company at the time of vehicle pick-up, unless otherwise specified in your booking confirmation.
3. Rental Requirements
3.1 Driver Requirements
To rent a car through our platform, you must:
- Be at least 18 years old (age requirements may vary by car category)
- Hold a valid driver’s license for at least 1 years
- Present a valid passport or national ID card
- Meet any additional requirements specified by the rental company
3.2 Driver’s License
You must present a valid driver’s license at the time of pick-up. International customers should carry:
- National driver’s license in Latin alphabet, OR
- International Driving Permit (IDP) together with national license
3.3 Documents Required at Pick-up
- Booking voucher (printed or digital)
- Valid driver’s license
- Valid passport or ID card
- Payment method for remaining balance (if applicable)
- Credit card for deposit (unless no deposit option selected)
4. Pricing and Payment
4.1 Pricing
All prices displayed on our Site include:
- Base rental rate for selected period
- Unlimited mileage (where applicable)
- Basic insurance coverage
- Applicable taxes and fees
Additional costs may include:
- Additional driver fees
- Child car seat rental
- GPS navigation system
- Additional insurance options
- One-way rental fees (if drop-off location differs from pick-up)
- Out-of-hours pick-up or drop-off fees
- Fuel charges (if vehicle not returned with same fuel level)
4.2 Payment Methods
We accept the following payment methods for prepayment:
- Credit cards (Visa, MasterCard, American Express)
- Debit cards
- PayPal
- Bank transfer (where available)
4.3 Currency
All prices are displayed in Euros (€). Currency conversion rates (if applicable) are determined by your payment provider.
5. Cancellation and Modifications
5.1 Free Cancellation
We offer free cancellation on most bookings, subject to the following conditions:
- Cancellation must be made at least 48 hours before scheduled pick-up time
- Full refund of prepayment will be processed within 7 to 14 business days
- Some special offers or promotional rates may have different cancellation terms
5.2 Late Cancellation
Cancellations made less than 48 hours before pick-up time may result in:
- Partial or full forfeiture of prepayment
- Cancellation fees as specified in your booking terms
5.3 No-Show
If you fail to pick up your rental car without prior cancellation (no-show), you will not be entitled to any refund of your prepayment.
5.4 Modifications

6. Vehicle Pick-up and Drop-off
6.1 Pick-up Procedure
- Arrive at the designated pick-up location at scheduled time
- Present all required documents to rental company representative
- Inspect vehicle condition and note any existing damage on rental agreement
- Verify fuel level and mileage
- Receive vehicle keys and rental contract
- Pay remaining balance if applicable
6.2 Late Pick-up
If you arrive late for pick-up, please notify the rental company as soon as possible. Vehicles are typically held for up to 2 hours after scheduled pick-up time. After this grace period, the reservation may be cancelled as a no-show.
6.3 Drop-off Procedure
- Return vehicle to agreed location at specified date and time
- Ensure fuel level matches pick-up level (usually full to full)
- Remove all personal belongings
- Return vehicle in clean condition
- Complete drop-off inspection with rental company representative
6.4 Late Return
Late returns may incur additional charges. A grace period of typically 59 minutes may be allowed. Beyond this, you may be charged for an additional rental day or hourly rate as per the rental company’s policy.
7. Insurance and Damage
7.1 Basic Insurance
All rental vehicles include basic insurance coverage as required by Montenegrin law. This typically includes third-party liability insurance.
7.2 Additional Insurance Options
You can purchase additional insurance coverage through our platform, including:
- Collision Damage Waiver (CDW)
- Theft Protection (TP)
- Super Cover (reduced excess)
- Personal Accident Insurance (PAI)
- Tire and windscreen protection
7.3 Damage Responsibility
You are responsible for any damage to the vehicle during the rental period, unless covered by insurance. This includes:
- Collision damage
- Theft or vandalism
- Interior damage
- Lost keys or documents
- Underbody or roof damage
8. Deposit Requirements
8.1 No Deposit Option
When you select the “no deposit” option during booking, no security deposit will be blocked on your credit card. This option may have specific insurance requirements or restrictions.
8.2 Standard Deposit
If you choose a standard rental without the no deposit option, the rental company may block a security deposit on your credit card. The amount varies by vehicle category and will be specified in your rental agreement. The deposit is typically released 14 to 30 days after vehicle return, subject to no claims.
9. No Credit Card Option
When you select the “no credit card” option, you can complete your rental using:
- Debit card
- Cash payment
- Prepaid card
Please note that this option may require full insurance coverage and may not be available for all vehicle categories.
10. Unlimited Mileage
Most vehicles offered through our platform include unlimited mileage, allowing you to drive without kilometer restrictions within Montenegro. Cross-border travel may have different mileage policies and requires prior authorization from the rental company.
11. Usage Restrictions
11.1 Prohibited Uses
The rental vehicle must not be used for:
- Illegal activities or purposes
- Racing, rallying, or competitive events
- Towing or pushing other vehicles
- Carrying passengers or goods for hire
- Driving under influence of alcohol or drugs
- Off-road driving (unless specifically permitted)
- Teaching someone to drive
- Subletting or unauthorized transfer
11.2 Geographical Restrictions
The rental vehicle is primarily intended for use within Montenegro. Cross-border travel requires:
- Prior written authorization from rental company
- Additional insurance documentation (Green Card)
- Possible additional fees
11.3 Authorized Drivers
Only drivers listed on the rental agreement are authorized to drive the vehicle. Additional drivers must be registered at time of pick-up or during rental period and meet all driver requirements.
12. Customer Responsibilities
As a renter, you are responsible for:
- Driving safely and in accordance with traffic laws
- Maintaining vehicle in good condition during rental period
- Checking oil, water, and tire pressure regularly
- Securing the vehicle when parked
- Reporting any accidents, damage, or theft immediately
- Paying all traffic fines, tolls, and parking fees
- Returning vehicle in clean condition with same fuel level
13. Accidents and Breakdowns
13.1 In Case of Accident
If you are involved in an accident:
- Ensure safety of all persons involved
- Call emergency services if necessary (Police: 122, Ambulance: 124)
- Obtain police report for insurance purposes
- Exchange information with other parties involved
- Take photos of damage and accident scene
- Notify rental company immediately using emergency contact provided
- Do not admit fault or liability
- Complete accident report form provided by rental company
13.2 Vehicle Breakdown
In case of mechanical breakdown:
- Contact rental company’s roadside assistance immediately
- Do not attempt repairs yourself
- Follow instructions provided by rental company
- Replacement vehicle will be provided if available
14. Personal Data and Privacy
We collect and process your personal data in accordance with our Privacy Policy. By using our services, you consent to data collection, processing, and sharing with our partner rental companies as necessary to fulfill your booking.
15. Limitation of Liability
15.1 Our Role as Aggregator
RosCar Sutomore acts solely as an intermediary between customers and rental companies. We are not responsible for:
- Vehicle condition, availability, or specifications
- Quality of service provided by rental companies
- Actions or omissions of rental company staff
- Mechanical failures or defects
- Delays in vehicle delivery or pick-up
- Changes to rental terms imposed by rental companies
15.2 Exclusions
To the maximum extent permitted by law, we exclude all liability for:
- Indirect, consequential, or incidental damages
- Loss of profits, data, or business opportunities
- Personal injury or property damage (except where legally required)
- Errors or omissions in vehicle descriptions
- Website downtime or technical issues
15.3 Maximum Liability
Our total liability for any claim arising from your use of our services shall not exceed the amount of prepayment you paid for the relevant booking.
16. Dispute Resolution
16.1 Complaints

16.2 Rental Company Disputes

These Terms are governed by the laws of Montenegro. Any disputes shall be subject to the exclusive jurisdiction of the courts of Montenegro.
17. Intellectual Property
All content on our Site, including text, graphics, logos, images, and software, is the property of RosCar Sutomore or its licensors and is protected by copyright and intellectual property laws. You may not reproduce, distribute, or create derivative works without our express written permission.
18. Third-Party Links
Our Site may contain links to third-party websites, including rental company websites and payment processors. We are not responsible for the content, privacy practices, or terms of service of these external sites.
19. Force Majeure
Neither we nor our partner rental companies shall be liable for failure to perform obligations due to circumstances beyond reasonable control, including:

- War, terrorism, or civil unrest
- Government restrictions or regulations
- Strikes or labor disputes
- Pandemics or health emergencies
- Extreme weather conditions
20. Severability
If any provision of these Terms is found to be invalid or unenforceable, the remaining provisions shall continue in full force and effect.

These Terms, together with our Privacy Policy and your booking confirmation, constitute the entire agreement between you and RosCar Sutomore regarding use of our services.
